If I want to have all users with permission to download files in a particular folder, to be informed of changes to that folder. What has to be 'on' and ho can I achieve this

you can send a notification email after you have uploaded a file to that folder. Your permissions should allow to "send notification" (if you are an admin, you will naturally be allowed). This message will receive all the users who can download that file, i.e. having the "get" permission to this folder.
