Digital Download Area or Shopping Cart?

By this time having read many threads in a couple of forums and reviewed hotscripts.com a.s.o.
What I'm looking for is a customizable solution for DOWNLOADS OF SOFTWARE for my customers.
My requirements are basically:
- Users + Groups
- Easy frontend which is fully customizable (CSS, change header, footer etc.)
- Download area will be free for users/customers in phase I, later probably Paypal...
- User can easily navigate/search through his own software basket and decide files/folders to download
- Download will immediately start when clicking on file/folder (URL hidden) or download link (with limited time, attempts) will be send as e-mail to user
- Secure system
- Might also be extended/customized by advanced programmer (PHP)

Is SECURELOADS the right way?

no, there's an selectable action to download. Although it can be customized to have a link
